Rule 61
Study Leave

(1) Foreign scholarship received by the Government of Nepal on topics that are useful and necessary for the civil service and selected in an open competition or inter-departmental competition or nominated by the Government of Nepal with the approval of the relevant ministry will be able to get study leave for the duration of the study period.
(1a) For a scholarship or quota received from a university located in the country or any study institute or faculty under any subject that is useful and necessary for the service, group, sub-group, or for nomination for study at the expense of the Government of Nepal, section 40B of the Act. If approved by the committee of sub-section (3), such civil servants can be given study leave throughout the study period.
(1B) Civil servants who have the opportunity to participate in study or training abroad after being selected in a global competition with the prior approval of the Government of Nepal to receive scholarships from various countries or international organizations of which Nepal is a member, in matters that are useful and necessary for the service, group or sub-group of the IFU. 1) Study leave for study and training work for training can be granted after nomination.
(2) The civil servants will get study leave once or several times during the service period up to three years. However, the Government of Nepal may extend the period of study leave up to two years if deemed necessary.
(3) Notwithstanding anything written in sub-rule (2), a civil servant who has been nominated and taken a study leave for the purpose of study shall not be granted additional study leave for the purpose of studying an additional subject or obtaining an additional degree and shall not be granted extraordinary leave.
(3a) Every six months, the employee who has taken a study leave must send the progress statement with the proof of his studies in the relevant study institution to the competent agency, service, group or sub-group, and the ministry and civil library.
(4) While on study leave, civil servants will get full salary.
(5) NEPA on matters useful and necessary to the service group concernedL Civil servants who are going to study at home or abroad with the prior approval of the government can be given study leave in accordance with sub-rule (2). Bylaw
Notwithstanding anything written in (4), a civil servant on such study leave shall not be paid.
(6) No civil servant can get study leave before completing three years of government service. Explanation :- According to this regulation, if the temporary service period of a civil servant is counted in the permanent service period, then the temporary service period will also be counted for the purpose of this sub-rule.
(7) If the Government of Nepal nominates and assigns any civil servant to receive training necessary for the implementation of any plan or program, he shall be sent as a worker during the period of such training and he shall be paid full salary throughout that period. But this type of work should be for the purpose of training only and no training work will be given to any civil servant when he is sent to acquire an academic degree.
(8) A civil servant who has taken study leave to study in an educational institution shall not be allowed to change that educational institution without prior approval. In this way, if he changes the educational institution or if he does not study in that educational institution, his study leave will automatically be canceled and the period of that leave will be converted into an extraordinary leave. In this way, the relevant agency should send the details of the cancellation of leave to the Ministry of General Administration and the Civil Library.
(9) Once a leave of absence has been approved for study in accordance with this rule, the period of leave shall not be converted into leave of absence.
